Skills can be used once per turn (day or night). Simply click on the desired skill and then, eventually, on the required target (the player name or the computer network).

You can commit to an action up until to the last 5 seconds of the round.

All actions are processed according to the game logic only, which means that committing to an action earlier rather than later has no difference.

Note that the game has its own priority resolution algorithm. Specifically, all skills that will occupy a player are processed before any other action, then Denial of Service is processed, then all other skills.
